How is my Tax Bill Determined
The
County Assessor
determines property values.
The
Auditor-Controller
applies the applicable tax rates to the
assessed property values to produce the amounts owed and adds any special assessments
due.
The
Tax Collector
creates and distributes the Property Tax
Bills, and collects taxes due.
Proposition 13
Taxes are limited to 1% of the assessed value of the property, plus any
voter-approved local assessments (special assessments). The property value may
increase no more than 2% per year, unless there is a change in ownership, new
construction, or if a previous reduction in assessed value occurred under
proposition 8.
Proposition 8
Under Proposition 8, the County Assessor may temporarily lower assessed property
values to respond to market conditions, resulting in a lower property tax bill.
As real estate values in the county recover, properties which have received
temporary Proposition 8 reductions may be reassessed to the previously assessed
value, result in an increase in value greater than 2% for the year.
